The National Education and Training Council, for many decades only on paper, became a reality today when the Minister for Basic Education, Siviwe Gwarube, announced the chairperson and the 14 members of the council.
“This council takes the function of advice from the hands of a single political party and a domineering trade union. The council is composed of, among others, education specialists and experts on education policy who will support the Minister with sound advice based on expertise,” says Dr Jaco Deacon, CEO of FEDSAS (the Federation of Governing Bodies of South African Schools).
Deacon says the council members are experts from diverse fields who will take a broad view of systems in the best interests of learners. “FEDSAS wishes the new members all the best for the task ahead. We also look forward to continuing our strong work relationship with the chairperson, Penny Vinjevold.”
FEDSAS is encouraged about the first four priorities highlighted by the Minister. “The school resourcing model, foundation phase learning, promotion and progression requirements, and the administrative burden on teachers are some of the biggest challenges in the sector. We are also grateful that the new chairperson has committed herself to tight timeframes.”
In addition to the advice function regarding national education and training policy, the National Education and Training Council will also focus on improving integration between systems, monitoring and reviewing execution of policy, and making recommendations on strategic priorities, funding, governance, and equality in education and training.
The council also serves as a forum for consultation between the government, employers, organised labour, community organisations and professional groups. In this regard, FEDSAS has decades of experience as mouthpiece of school governing bodies.
“FEDSAS meets with the Minister on a quarterly basis. We also use the National Consultative Forum as a platform to highlight important matters and to make suggestions. We welcome the National Education and Training Council as an education partner. FEDSAS will make use of all opportunities for constructive participation in order to make access to quality education a reality for all children.”
